I have some you can have, if you want to pick it up, way up here in central jersey.
It's a mix of southdown and reef sand. I picked up 2 buckets from a reefer tearing down about a month ago. I couldn't put it all in my main tank, so it's in the basement tank.

Your southdown will settle down once you have some biofilm on it to weigh it down. Eventually the silty stuff settles to the bottom.

my skimmer pulled out the milky stuff in 2 days. There was actually sandy grit in the collection cup.

I put a sock and a micron pad in the sump for the first week. Be careful cause larger sand particles can pit the magnets on pumps and power heads, thats why I also used a sponge on the return pump.

It sounds to me like you still have silts in your sand. I rinsed my sand until the rinse water was as clear as it was going to get and I still had some milkiness. I think over time the larger particles will work their way up and the silts down. So you'll always get sand storms just not the milkiness unless you penetrate the bed deeper.
