Does Color determine placement?

Does the color of a coral determine where to place it? I just bought a blue bubble and have it near my white bubble which is in high light. Does it need to be lower?

In some cases, but generally no.
Hard to tell exactly what youre talking about by just blue bubble too.

It is a Plerogyra sinuosa from the solomon Islands. If you have Sprung's identification book it is in there. It is a very distinct blue-grey.
