can old actinics cause algae blooms?

I have apair of old NO actinics, if they are more than a year old, would they cause algae blooms, or the algae blooms are just for old daylight tubes....

They can help algae, but algae needs nutrients. same question asked yesterday (http://archive.reefcentral.com/vbulletin/showthread.php?s=&threadid=59940)

I don't know about the bloom but they can keep your tank in bad shape per....lights should be changed out now and then.
