I have a 20 gallon freshwater eclipse right now which I plan to change to saltwater, probably FOWLR. My question is if I need to get a new BioWheel or if I can just let the current one dry out and use it?

I wouldn't use it at all. BioWheels and other filter media (floss, sponges etc) all tend to collect debris which can cause a rise in nitrates. Your live rock will provide all the biological filtration you'll need. I'd work on getting a good quality hang on skimmer and then run carbon every now and then in the filter to help keep your water clean.

This tank will be 20 lbs. of live rock completely covered in macro and house five damsels.

There will not be a skimmer. For this setup would a BioWheel be helpful or not?

A BioWheel will serve no purpose.

Biowheels are for freshwater.
