what should be the water level in a protein skimmer?

Just below the neck or what?

what kind of skimmer? I have a euro and i change it depending on how much and how fast the skimmate is comming out.

I have a RIO 600 and I keep it just high enough so the water doesn't flow out beneath the cup. It has a hose that drains into a 2 liter bottle. There is also a water line mark.

i have mine about 1/2 way up the container, you will notice that the higher up the water the less it will foam and skim.
