Does anyone know if the red cyanobacteria that many hobbyists deal with is more nitrate limited, or more phosphate limited?

It is limited by the limiting nutrient...

Having said that, many cyanobacteria can fix nitrogen, so it may be easier for them to be phosohorus limited than nitrogen limited, but this is not categorically the case.
