I have moved my 5 month old 55 gal tank 2 floors down sucsessfully with out any casulties. Question is will the cycles start all over before the tank has a mature state again ?
I used the same water and substrate and rock when I moved the tank

you should be ok and there won't be another cycle since you used all the material that was already in a mature tank.
That is how I moved from a small tank to a larger one. I added all my old sand, rock and water to the new sand and cured live rock of the bigger tank. No cycle (or a minimal one that I didn't notice; I am sure it had some stabalizing to do).

It's possible that you will have another cycle, but it will probably be a small one.

my lights run about 12 hours a day , could this be the cause ? , are they on too long ?

Test your water. Algae, diatoms, or cyano often show up during or following a cycle.
