I'm thinking about doing a faux-sand bed by getting a white piece of acrylic and using PCV cement to glue some fine-crushed coral onto it.

Would you recommend against this, or take any special precautions?

My understanding is that PVC cement is primarily a solvent that dissolves the PVC and allow the plastics to mesh together. I'm not sure it will work glueing down sand. So I'd try it first on a small piece. If that doesn't work, a two part epoxy may work better. A number of folks have done that.
