Can carbon which has been used to filter the tank water be used again after washing? How long is it good for? I use it as suggested by the manufacturer but in a clothe bag and free in the sump.

Reactivating carbon isn't possible at home, well, not in the average home. Just pitch it! There's a carbon test available from Salifert that will tell you whether it's still active, but I just replace it on a schedule.
