Sure, there is no reason why you can't use it in freshwater. I am guessing you asked because protein skimmers don't tend to function well in freshwater, but you can still oxidize things in FW with ozone.

My friend's hot tub uses ozone to help keep the water clean, and it's freshwater inside the tub.

ozone is effective and useful in all aquatic systems, with many benefits, as long as it is dosed and metered properly (use a controller only, and pass all effluent water and air over carbon).
