cheap fuge lighting

at HD you can get a t-8 48" light strip for like$10. If you used this electronic ballast on say 36 or 24" T-8's would it slightly overdrive the bulbs? this would be very cheap lighting for a fuge or planted freshwater tank. any comments would be welcom!!
