Ok, so I have a 29 gallon right now with a carbon filter. I'm going to replace the filter as soon as I can get some moolah. Until then, I have a question.

I've tested my water, and my calcium, alkalinity, and pH is all good. There is a single clownfish in there (I need a new mate). I just got some peppermint shrimp and snails.

I have this brown growth on my live rocks, sand, and sides of my tank. It's kind of hairy, but I figured turbos/margaritas could help clear it up. Problem is, the snails aren't doing anything. With such a small tank, I don't want to put a cucumber in there. I change and wash the filter as needed.

How can I clear this up?

I'm willing to bet you don't have an RO/DI. That is probably the main part of your problem. I know it is sometimes tough on a student to afford one but it is really the best solution to your problem. I see you posted on the Tampa Bay Reef Club Forum; maybe you can talk one of their members into suppling yu with some until you can buy your own.
