It is colored brighter and lighter than normal algae.

Its just in the refuge.

I wish I had a camera, so I could show you.

That would likely be cyanobacteria. Options for reducing it include reduced nutrients, reduced organics (skimming, carbon, ozone, oxidizers), more water flow, and in desperation, antibiotics.

You should be able to find lots of info on cyano with the search feature at RC. :)
