Skimmer Secret

Is this sucker supposed to always be pushing bubbles into the top container? The way I have mine set up now is that everyonce in a while it will force a bunch of bubbles to the top container. It seems like if I let it go full blast, no air restrictor like my LFS told me, a never ending gush of bubbles come flying through the roof and I get a great deal of water being drained into the waste bucket. How is this unit supposed to be set?
Any help would be appreciated.

set it (with the restrictor) so the bubbles settle just below the top of the tube. it will fill slowly as it pulls stuff out. you will probably have to mess with it for a good couple weeks to get it right, new skimmers can be a *#^%.

Do you mean the little tube within the top waste container or the main larger Skimmer body tube ?
And if you keep bubble at the top little tube do you get a lot of water being wasted?
