Does chaetomorpha have roots? Does it require a substrate? I got some and it looks like it just grows without needing to be in a substrate or attched to anything. I was thinking that I could just drill some holes in a rubbermaid type container and put the chaeto in the container and then put the container in my sump.

Chaeto does not require a substrate. It just grows however it sits in the water. Not sure if technically chaeto has roots or not but it's not apparent from looking at it.
I would just put the chaeto in the sump, without rubbermaid container. That's how I have mine.

Will it stay it attach itself to things in your sump?

Not much. Grows like a big wad of steel wool or a big dish scrubbie or something along those lines.

It hooks on live rock rubble in my sump and tangles that all up.
