i probably can't get any more than 15 watt NO, but should i get the normal daylight bulb, the actinic blue 03, or a 50/50?

If your only going FOWLR, no corals, you dont need much light at all. Just enough so its nice and bright so you can see your fish :). The only thing that I'll comment on is the higher K you go the better (that doesnt mean go out and buy 20,000K MH bulbs, lol), just so you dont have bad algae outbreaks. They thrive on NO lights with a low Kelvin level. Actininc is not necessary for a non coral tank but the extra blue makes the tank a little bit cooler to look at.

fish just have to see to eat, so if you wanted to you could shine a flash light on the tank for feeding time and thats it.

15w should be just fine unless you dont like the way it looks

besides less lights = less alge

a mixture of blue/white looks best IMO, but I also like the bright yellow that promotes algae!
