Can I use this silicone to attach my corals?

I don't think you want to do that. "Uncured" silicone is not fish or reef safe as far as I know. "Use super glue gel"

I have some, but i need to use it attach a coral to my lr and the rock cannot be taken out of the water. When i tried this the glue started to harden and wasnt sticky so the corals (which were attached to a small rock) just fell over. I also tried to glue the little rock and the lr and smash the 2 together, but by the time i got both done the glue wasnt sticky anymore. What would you reccomend as the best method to attach them.

If it is a soft coral you can always just try to wedge it in place with another rock and wait for the coral to grow on to your big rock. Some times you can thread fishing line through the coral to hold it down. I’ve also use rubber bands, cable ties, bridle vale.

i would definately not use it. first, there are too many things we can use that are exceptionally cheap (well, for the hobby cheap is relative i guess). secondly, most things that are "marine grade" have some content of copper to them to resist the growth of algae, bi-valves, etc.

The putty works good for hard corals.

what about soft corals already on small rocks etc.

For soft corals already on small rocks, you should be able to use the putty to adhere the small rock to the larger piece of live rock. If they're not already attached to some kind of rock, you can always try the old rubber band method until they attach. Or else you can pinch them between two rocks and they'll adhere to one or both.
