in the amount of flow I can get from a Durso vs. Stockman standpipe? Equal? I have 1-1/2" bulkheads. Do I need to use a 2" pip for my Durso/Stockman to maximize flow?

difference - no

equal - for all intents and purposes, yes, although, when designing each, you must allow for maximum water flow - which leads to your last question - you want to use pipe larger than your bulkheads so that the water in the pipe in your overflow can keep up with water in the pipe below the aquarium - sounds strange - but true

Actually makes sense to me. SO a 2" standpipe for a 1.5" bulkhead should be sufficient?

yes, basically you're just trying to side-step the drag effect from the walls of the pipe so that there is a 1.5" column of water above the 1.5" hole.

If you look at his web site dursostandpipes.com. It says when a 1.5" bulkhead is used you don't need to oversize your standpipe. Is this true? I would think that the inventor would know his stuff on this subject?

If that is the case then it is probably true-- as you get to those larger pipe diameters, the ratio of the area of water in the pipe to the pipe surface area must diminish to a point to where the over-sizing is not needed
