What would you do?

OK.

I am getting rid of part of my lighting and I was wondering what all you would do. I have a 120 48 x 24 x 24 and I keep a variety of animals. I have 2 250 watt MH at 10,000K and 4 NO Actinics. What I want to change are the NO actinics and I am not sure if I should get T5, VHO's, or PC's.
I appreciate the help and what would you buy?

In my opinion, I would go for the VHO's. They are pretty much the same shape and size of NO's, therefore that would be the least amount of remodeling of your existing canopy. And my best suggestion for a ballast would be an IceCap ballast.
