I had an idea for a project when I realized I don't have access to a machine shop. Is there a way to accurately cut about 4" diameter circles out of wooden boards without specialized machinary?

Use a holesaw and a drill.

There are drill bits that can cut like that. It's not really a bit, but a circle with teeth on the rim and you just put in your drill like a bit. Some have a bit in the center that will put a small hole in the center, but there should be some without it.

I have some hole saws and the problem is that they are made to cut a certain size hole not a certain size plug. So if you need a 4" plug you more than likely will not be able to find a hole saw that will give you an exact 4" plug. The best is if you can rough cut a board and find somebody who has a wood lathe to the desired size, you also might find a woodworking place to do this cheap also.

What's a circle cutter? Is that similar to a hole saw? Excuse my power tool illiteracy!

The circle cutter that I have seen connect to either a router or a Dremmel type cutter and are adjustable so you could cut any size circle.

I have this particular model and it works great. Caution though, it requires a 1/2" chuck in your drill press.

Yah, got a router? Just find anything with the diameter you want (like a lid of a coffee can or whatever), nail or glue it to the board, then use a bit with an edge guide and go around the outside of the lid/whatever. Bam, instant perfect circle.
