I need lists of pretty cheap lights that would light a 30 gal tank and be enough for any corals.

I would just go with a 175w metal halide and two 95w VHO actinics. You could probably DIY for under $300 or buy a kit off Ebay.

I would go even a little cheaper and go with 175w MH 10,000k Ushio & Icecap ballast with regular NO actinic for dawn dusk simulation as the MH alone could support just about anything already in such a small tank.
