moving a tank/reef to a bigger tank??

I may be buying a 20 gallon existing reef & fish tank. I'd like to buy it and move the contents to a new 37 gallon tank. I could use some tips on moving and upgrading at the same time.

Should I move the 20 gallon and set it up first and slowly migrate it? Should I setup the 37, add the 20 gal reef/fish into it and just add the extra 17 gallons of water after?

Suggestions please?

20 gal = "It has 40lbs. of fully cured live rock, 40 lbs of live sand, 2 power heads, coral life 2X65w light, a CPR hang on back refuge, an auto top off system, two clown fish, clean up crew, some zoos, mushrooms, and GSP."

I would do as you stated, set it up less the water from the old setup, this will be safer and really only like doing a large water change.
