would there be a problem having a wartskin frog fish and a bunch of damsels together in a 30 long. the damsels are for food and movement. would the frog fish gourge himself on the damsels

He will eat them all in one or tow days. And how will you feed him afterwards.

As this fish eat a lot the sh*** alot too. How will you manage to maintain No3 and Po4 in normal levels?

With todays filtration techniques caring for a single fish is the least of your worries.
It is best to feed frozen prepared or deli seafoods to your fish in order to try and control any possibility of parasites.
However natural foods such as damsels are most nutritious.

Some risk no matter which path you choose. If you keep the water quality high, then disease is not much of a risk.

Will you want to keep spending the money to add damsels a few times a week?

As your frogfish grows that may become quite expensive.
Your frogfish should eat about every three days. Try not to feed it too much at any one time. As with any like predator, there should only be a slight buldge in the abdominal area after feeding.

If fed too much at one sitting, there can be a problem with digestion that often leads to death with frogfish.
