My condy got a lot of it's arms pulled off by a powerhead. Well the arms grow back? the powerhead is over a foot away from the rock. i well be getting a sponge.

Yes, just give it time and it will heal up. I would consider moving the power heads up higher or placing sponges on them, however you'll need to clean the sponges regularly.
