I would use a DSB (Deep sand bed) and get rid of the bio tower. I would also drill the 30 gallon so you could have an external pump, like an iwaki 30 or iwaki 40. That way not as much heat transfer. I would also hard plumb it instead of using soft plumbing. For lighting I would either go with 2 X250 MHand 2 X110 VHO or use 2X175 and 2 X110VHO.

I would also get rid of the biotower. DSB, Skimmer, Live Rock, possible Refugium should do it for filtration.

Standard PVC at Lowes or HD would be fine, if you havent bought the tank already get a RR. Lower your chances of any flooding. ALL u need is PVC cement and primer, some elbos, T's, and the necesary standard piping. Make sure you get white not black.
Dont forget Unions and ball valves so you can take out your pump without draining your tank. Look at some others tanks, you can also look on my website and see some plumbing. Others have much better jobs than I though
