I have a pc bulb that will only fire to a dim glow on it's own. If you touch the bulb it is slightly brighter and after letting go completely it will light up completely for a short time and then go back down to a glow. The bulb is brand new and I tried it on 3 different ballasts! Does anyone know why the bulb is doing this? I am new to pc's and any info on this is appretiated.
