ReefFanatic 400w Electronic Ballast

I am looking for an electronic ballast for my 400w metal halide. I have been contemplating e-ballast and icecap. I am a college student, so money is always scarce. I just found a ballast that was a little bit cheaper made by Reef Fanatic. Does anyone know about this ballast

ive seen tgem but have no clue how they work i bet they are pretty nice tho considering that they haves some nice stuff already
