I have a 40 long. is 96W of PC enough? right now I have 2 NO floresencts. What can't I keep with 96W?

Welcome to RC!! There's no reason to feel disliked...patience is a virtue, especially in this hobby! I'm not sure on the height of a 40g long, but I'm fairly confident that you could start with some mushrooms and/or zoos. You're probably fairly limited after that, but you can get some interesting life in your tank while you learn a bit more and have a chance to increase your lighting. FWIW, I have 2x96 PC over my 30g, which is only 12" deep from water surface to sand...I plan to keep mostly soft corals.
