sickly false perc

My false perc got mysteriously ill. It started out as looking like ick, but now he just sits on the bottom of the quarantine tank. Is this normal ill clown behavior? He's already made it through one night looking and acting this sickly, so I'm wondering if he's just resting.

How long have you had the clown?
Is it wild caught or tank raised?
How long ago did the first symptoms apear?
What are all the symptoms?
i.e. White spots
cloudy slime coat
dusty appearance
rapid breathing
Are you currently treating with any medications?
if so what?
How is the Q tank set up?
