Hey all. I added a tubastrea to the tank yesterday. One of the smaller polyps has a little bit of skeleton showing on its side. It's doing well otherwise; it eats when I feed the coral, it opens at night fully, and in the day when i tease it to open. Is tubastrea able to regenerate flesh over the skeleton? All of the other polyps are healthy and well.

Yes indeed, they replicate/regenerate via "extratentacular budding". This is very common and I see it in my colony all of the time, to the point where they can even cover up old skeletal remanis! BTW, this is obviously a type of asexual reproduction.
