Fishless 4 wks. Help

I have an ich problem and ive tried everything i can think of.The tank was fishless for 4 weeks ,and my 2 fish were in a Q-tank being treated with copper during this time.The tank has alot of snails and 1 pepperment shrimp that were left in tank.When i returned the fish back to the tank it was only a matter of 2 days before they started showing sings of ich again.What can anybody recomend that will be effictive without killing my sand and live rock?

How was your QT set up? What brand of Copper where you using? And did test the copper levels daily and adjust as necessary?

Cupramine, and I did check daily . This is very frustrating let me tell u.I dont think the snails and shrimp can host ich or can they?

Also it was a 20g high with about 1/4" of crushed coral.I know this isnt great but the fish were getting frantic with just a bare bottom tank.I have a longhorn cowfish and a stars & stripes puffer.
