If you have access to the necessary chemicals you can. There is an abbreviated recipe in "Chemical Oceanography" by Frank Millero, if I recall correctly, that covers the major ions, but I've not seen one that covers the less conspicuous actors.
FWIW, I suspect that you'd end up spending more than if you bought a commercial salt mix, because you'd be buying a bunch of different things in small volume.
This is not a normal DIY project, but if you want to do experiments to test certain things, like calcification in the absence of strontium, for example, it is likely the only way to go.
