Where to put cheato in sump?

I am planning to get rid of my bioballs. This is my sump design atm. After i remove bioballs should i place cheato to their part or should i move the filters to bioballs space and place cheato to there?
The water lvl on bioballs part MAY get low as i dont have a topoff system atm. So it is best to put them into filters part right?

Make sure you remove the bio balls slowly over a few days to avoid a cycle.

Can i keep the bioballs which is not in water or they also cause nitrate? They will be stayng over the filters under rain system.
