my local fish store told me to take the bio balls out of my 29 oceanic cube said it would do alot better

These can be a good thing but must be cleaned weekly. If you can get by without them then you are better off but if used properly can only benifit.

Sometimes, bio-balls lead to higher nitrate levels, but often not. Typically, if a reef tank has enough live rock, they aren't needed. I choose not to use that type of media, since it's extra maintenance and I also had nitrate issues with them.

bio balls dont need to be cleaned weekly if the water is mechanically filtered before the bioballs...which is the way its (i use this term loosly) 'supposed' to be

i use them in my SW Pond and have no problems because i pre filter the water

Under normal conditions i agree. Though if you can get by without them its best not to use.

i think a combo of bioballs and Fuge is the best setup

I got rid of my Bio balls a few years back. I did notice a reduction in nitrates after doing so.
