Don't put anymore shrimp in there. Or take out the eel.

He is not really a beginner fish. And may not be reef safe. MB try feeding him more like krill or uncooked cocktial shrimp. By hand ,sounds cool but target feeding is the idea.
But he may just need to go.
Sounds like your not sure if you want a FOWLR or a reef tank.

The green wolf eel can and does eat shrimp, both live and dead. It's technically a pseudochromid, like dottybacks, but with an eel like build and behaviors, including preying upon small crusctaceans including shrimp. Target overfeeding or selective feeding isn't very likely to help, because pseudochromids, like all other fish, are opporunistic feeders. If they see a quick and easy meal, they're going to strike at it and feed (since, in the wild, who knows when their next good meal might come- it's a survival thing). Shrimp can be just too irresistable, despite the "cleaning station" phenomena seen in the wild of even natural predators allowing shrimp to climb aboard and clean. Think of it like dangling a t-bone in front of a wolf.

.... short anwer : you've got to pick between having the wolf eel or having shrimp.

Certain creatures eat other creatures. Your shrimp were the unfortunate victims of your eel's belief that you had fed him dinner. Research before putting creatures into the tank together: liveaquaria.com is a very good source: go to their sales offerings for marine fish and inverts, and read how big they get, what they eat, how they like to live, and, in a separate compatibility chart at the left, WHOM they will eat, or what will eat them.
