When I upgrade into a 46 gallon bowfront, I plan to make it a FOWLR. Will a snowflake eel, a group of chromises (how many?), and a pair of clowns work?

Also will 2 39 watt T5 HOs be enough for softies and macro algaes? Will the snowflake eel eat snails or do snowflakes only eat crabs and shrimp?
