I don't know off-hand of a moray eel that stays small, although there might be some species. Some dwarf lionfish would be fine in a 55g or perhaps smaller. Scott Michael's book on marine fish might be useful.

I know the moray will get big but i have read that sense the dotn move too much and stay under rocks they dotn need a huge tank.

I think some research on some species would be useful. Scott Michael's books are good, and I'm sure some others would be useful. They are nocturnal, which is probably why people think they don't move much.

200 gallon. Moray eels grow very large.

not only do they get big, all the fish you want will make large turds and quickly turn a small tank into a sewage dump.
