Chiller is hot

Is it normal to have a really hot chiller, and sometimes it smells like plastic. At night, I leave the window open so cool can keep it from over heating, but are they supposed to get thta hot. Also, mind is very noisey.

are you sure its 250 horse power.it sounds like its made to chill the sahara desert.the one i had was 1/4 h/p and it did fine on my 90 gallon.must be a typo.mine did get warm or kinda hot when summer came around and was coming on more often.mine made a constant hum when on but nothing too noisy.
