i want to set up a fowlr tank it will be a 55 gallon tank i was wondering if a whisper 3 filter would suffice or do i need to have a sump and protein skimmer

You would be okay with the whisper, bu I recommend a protein skimmer in conjunction with it. Look for a good Hang on the back skimmer.
