would one ballast with 2 bulbs be enough for a 55gal FOWLR tank? or would i need 2 ballast for a total of 4 bulbs?

you didn't what size bulbs so i'll assume you mean 48" bulbs???
two will be plenty for a FOWLR and even allot of softies as well. if you use an IceCap 660 you have the option for 2/3/4 bulbs with a single ballast.
