...will a pair of false perculas and a pair of black and whites be able to live in the same tank?

if the answer is a qualified yes, how large would the tank have to be?

Mixing two pairs of clowns in a tank is pretty difficult unless it is really large. Ocellaris clowns are one of the few clowns you can keep in a group in the same tank. But this is still actually pretty tough to do and I have found it is generally best just to have one pair of clowns per tank, unless your tank is absolutely enormous.

I should also note, keeping ocellaris in a group means you have one pair and a bunch of immature males. Also, the pair will probably ostracize the other males and they may not thrive and live pretty short lives.

If anyone is interested, I've kept a sebae and a clarki together and they got along very well...

Well it may be possible that your sebae and clarkii paired together.
It isn't that uncommon for clowns of different species to pair up together. But it is more difficult to keep more than one pair of clown in a tank unless it is huge.
