Hi, I have a coralife 48" 2x28W T5 NO 10 000k. It should be good enough for soft coral with 10" max water height. Am I right?

no it's for my new tank 33L , 48x12.5x12H . si with sand I expect about 10" water height.

I think you will be able to keep some of the lower light stuff. Mushrooms for sure.

Probably xenia as well. Strange to say but it's one of my favorite coral.
