How would pumps be attached to make this work?

Is there a sticky about PVC and sealants somewhere?

The levels would be fixed so it won't overflow if the pumps stopped. (evaporation)

You'd have a pump in the sump pushing water up the light blue line. The dark blue line you'd need/want an overflow of some sort so that the syphon that gets water up and over the side of the tank won't get air in it. You could drill the back of the tank (if it's non tempered glass) and do a gravity drain as well.

Here's the overflow I'm using: http://www.aquacorals.com/ShopOverflows.htm . Google 'lifereef' for a more expensive, higher quality one.

The plumbing itself isn't too hard - go to a Lowes or Home Depot and they can explain the cement and everything. Basically, primer both pieces, cement on both pieces, push them together and hold for a minute or so (they want to push apart).

Have the top tank drilled if it's not allready...Most glass shops will do this.Then install a bulkhead and buy or make a overflow...It save lots of stress doing it right the first time...

It's an Oceanic and yes, it's tempered glass. Thanks.
