What should I use to join PVC pipes and tubing? Would the PVC cement that is sold at Home Depo be safe for the aquarium?

Yes the regular Oatley's PVC and primer will be OK just let it completely cure. Remember to rinse your piping well to remove oil residue and dirt.
If you will be using other than regular PVC (say you want to use flexible PVC) there is a special glue for that.

you actually can use the regular glue with flex pvc. Just let it dry twice as long as you would normal pvc.
