Is it wise to have a diamond goby as a first fish in my tank? I have lots of die-off from LR on the sand bed. I am thinking that this goby might be helpful to clean it.

No, gobies are hardy once acclimated but are not good to go through any portion of the cycle. You should have adequate circulation to keep any detritus suspended in the water column long enough so that it is caught by the filter.

You can also do small water changes and vacuum up the debris.
