Glassy Eye on Morish Idol

i have a morish idol and he has a glassy eye. he is breathing very hard. should i use marcyn or copper to treat this ?

any more info please.....what do you consider a glassy eye? cloudy?, overly transparent, ? breathing heavy as well..any ideas why?...
whats your water quality(parameters-please measure them), is this fish new, any new tankmates, what are his tankmates?, anything you did to the tank? cleaning solutions, spray paint, etc ? a breif tank description, and anything you believe is pertinent
