1 of each tang and 1 flame angel. 2 percs, several cardinals of each species, cleaner shrimp depend on # of fish. Not sure on goby or blood shrimp.

I think the rule was something like 1 inch per gallon? And tangs get pretty good size. Those are the only one I would be worried about.
I'd say one of each max on the tangs, and maybe the flame angel, the rest you could probablly do pairs at the least. What is that 125 gallon? Tangs need a lot of room to swim so don't use up too much.
That;s my "advice" but I have yet to set up more then a 100 gallon so far, and I like reefs so I usually don't stock bigger fish, they can be mean to corals,

Another thing to consider is total bioload and what equipment is going to be used.

It is not 1" per gallon in the SW world. Many fish are very territorial and will not tollerate that much stocking.

its more like 2" per five gallons

I was refering to a bio-load calculation. And I believe 1 inch per gallon is what I was told. It seems like a lot to me, but as I said I play with reefs, so in my 55 gallon I only have like 4 2-3 inch fish.

I don't believe you should go off any inch per gallon rule. Granted most people do. The inch per gallon rule is kind of like the watts per gallon rule, not that accurate. It depends on the tanks filtration, refugium, sump, and many other factors. I would go for about 10-15 fish in that tank. Remember, Tangs are like cows of the fish world...they are always eating, so that means they are always pooping...ALOT. lol
