would 2x400w mh be too much for a 75 that i wanted to do a mixed reef in. If i hung the lights up a little ways would it be ok or should i just look for something smaller.

You could make it work, but if you don't have a real need for the 400w lights you'll be creating a lot of extra heat and wasting a lot of electricity. What type of livestock are you planning to add?

Way overkill, you could proboby find someone willing to trade 2 - 250's for your 400's or get a bigger tank

dont have the 400's yet so i wouldnt have to buy them but should i go with 2x250 or 2x175. I can find the 175's right next to my house from a guy on here but have not seen any 250's. Should I buy the 400's then post that I am willing to trade for 250's? what would be the best way to go here? The 400's i can get for $225. Let me know what you all think.
