hey. We had a black out here a few years ago. Those of you in the east might know what I am talking about. The radio news was giving directions about food in the freezer. They said to give it the smell test before refreezing it. If it smells bad get rid of it, but if it is unfrozen for just a little while it isOK.....
My question is this. Lete say all of your prepared fish food thaws completely, but that you get to it promptly, and refreeze it, and it only happens once. Is it still good?

I hate to be one of those "it depends" kinds of guys- but it depends. A formula food like ocean nutrition 1 or 2- something that is of paste consistancy or extruded would prob be okay as long as it stayed cold even unfrozen. To be honest in the ten years I owned a pet store prob 3/4 of the time the distributers would deliver the frozen foods slushy at best. I would imagine most of your "never thawed" food prob has been 2 or 3 times before you see it. Nose test is best.

I read that it could grow bacteria if its been thawed out for longer than a certain period of time, such as leaving it out for over four hours. I'm not sure if this helps but I would say throw it away.
