Unhappy Old UV light fueling green hair algae ?

I have a 75g FOWLR tank, live sand, with alot of GHA. I have completely scrubbed down the rocks at one point and it looked good, for about a couple weeks until the GHA came back and covered everything again. All water parameters are fine and I've even been using Phosban w/ a Phosban reactor ever since this tank was set up ( since Nov - the tank has been up for a year before that, same rock, new sand, same fish - just moved to a new house). I have cut back on the lights (stopped using the 10k) and cut back on the feeding ... still no change. My question is ..... since the UV light in my turbotwist is a year old can it be fueling this green hair algae ? I'd really like to get this tank back to normal before I break it down and stick it in the corner of my basement. Any help would be appreciated, thanks in advance !

Nitrites = 0
Nitrates = less than 20
Phosphates = none present
75g FOWLR
Kent Marine RO/DI
Instant Ocean Salt mix
Urchin skimmer
Turbotwist UV 9 watt
Phosban Reactor w/ phosban
Coralife 4x65 2 actinic and 2 10k (not currently using 10ks)
2 coralife moonlights
Porcupine puffer - 4 inches
Yellow tang
3 spiny urchins
15-20 little hermits
few snails left that didnt get eaten

I'm having the save problem with a couple pieces of rock and have pulled the hair algae out as much as possible. Its even rooted in between some encrusting polyps .... how can I get rid of it? my parameters are fine and have bought a lawnmower bleeny to help. He isnt touching the hair algae
What will KILL this without harming my corals or fish.... ? if anyone has a solution Im interested ....

Bill try ajusting the flow on the UV. Also might I sugest Kent Phosphate sponge.It works good. Try buying a new bulb there not that expensive and I change mine once a year anyway.Also what kind of test kit are you using. Email me at nascarfan20001@netzero.com
